Senior Manager, Regulatory Policy

MEMA is seeking a Sr. Manager, Regulatory Policy for our Washington, DC Government & Advocacy office.

Candidates should enjoy working with a wide range of manufacturers to provide informal and formal feedback and comments to regulatory agencies as well as building relationships with regulators and member companies. This is a fantastic opportunity for an individual who loves working with regulatory policy and regulations and wants to work for a vibrant technology-driven industry.

Key Responsibilities/Duties

• Represent MEMA before federal and state regulatory agencies; as necessary, coordinate meetings between staff and industry representatives.  Representation takes the form of face-to-face meetings as well as all written correspondence.

• Manage and coordinate targeted working groups – either through the MEMA Government Affairs Committee (GAC) or MEMA council(s) – tasked with drafting comments or responses on specific regulatory issues and policies.
• If technical in nature, comment coordination may include data collection efforts or require face-to-face meetings with appropriate department or agency staff.
• Once complete, submit comments to the public docket record.
• Monitor, track regulatory activity relative to membership; maintain rulemaking matrix.
• Develop policy statements and/or position papers on specific regulatory subjects.
• Notify MEMA groups and councils of appropriate developments.
• As appropriate, liaison with : MEMA Original Equipment and MEMA Aftermarket groups and appropriate councils. Work closely with association staff.
• Read daily and preview versions of the Federal Register.
• Notify staff and/or members via policy alert memos and e-mail.,
• Search all major agency websites for news, reports, event/webinar information, and regulatory  status reports.
• Keep abreast of industry trends and policy changes.
• Represent MEMA before other industry groups, associations, or coalitions and participate in activities relative to policy and to goals and objectives of the MEMA.
• Coordinate with colleagues on communicating MEMA regulatory positions and comments to members, media, associations, and others.
• Coordinate with lobbyists on any legislative efforts that has tangential effect on creating new or changing existing regulations.

Knowledge/Skills/Abilities

• 3-5 years of experience with the regulatory process at state and federal level;
• Knowledge of politics and policymaking, current affairs;
• EPA or DOT experience a plus;
• Practical knowledge of motor vehicle supplier industry including OE, aftermarket, and heavy duty a plus;
• Ability to explain in clear, concise fashion the impact complicated regulatory initiatives may have on motor vehicle supplier industry;
• Excellent writing skills with the ability to alter tone and content depending on audience;
• Ability to read between the lines, pick up on non-verbal and verbal cues, and influence thoughts and actions of others;
• Experience negotiating with government and non-government entities to reach consensus on regulatory priorities;
• Ability to work closely with MEMA organization staff (DC office and elsewhere) to collaborate on public policy issues that affect supplier industry;
• Ability to be flexible, to adapt rapidly to changing situations and to prioritize demands; and
• Microsoft Office including Word, Excel, Outlook, PowerPoint, and internet research.

Minimum Education and Experience Requirements

• BS/BS degree in related field is preferred
• 3-5 years substantive work experience; and/or
• Equivalent combination of education experience.                                                       

Other Requirements

• Lift, bending, other physical demands – moderate
• Travel – infrequent domestic overnight travel
• This position is a combination of in office and remote
