The National League of Cities is seeking an experienced professional to be responsible for proactively driving federal policy by advocating for the interests of local governments on transportation, infrastructure, and related issues important for cities as economic engines and centers of opportunity.
This position requires direct lobbying before Congress and the administration on behalf of municipal governments as a whole; grassroots organizing and mobilization of local elected officials and other city leaders in support of federal advocacy goals; and policy expertise as the lead staff for NLC’s Transportation and Infrastructure Services Advocacy Committee.
As a member of NLC’s Federal Advocacy Team, this position also requires active teamwork related to advancing any and all NLC legislative priorities regardless of issue portfolio.
Essential Duties and Responsibilities
Consistent with NLC’s National Municipal Policy, advocates adoption of NLC positions in federal legislation and regulations; monitors and tracks the status of federal legislation, reviews and drafts legislation, and analyzes and assesses the possible impact of legislation on local governments.
Develop member-engaged advocacy strategies in collaboration with other NLC teams, including Strategic Communications, Member Services, City Solutions and Applied Research, and the Institute for Youth, Education and Families.
Reviews and analyzes proposed federal agency regulations and submits comments to agencies on behalf of NLC in response to proposed rules.
Drafts congressional testimony for local officials, and prepares local officials to testify in congressional hearings.
Facilitate the policy development process working through assigned policy committees and in consultation with other NLC member groups, including the Advisory Council, constituency groups, and member councils.
Support local officials in their understanding of federal policy and the legislative and administrative processes.
Writes articles covering NLC legislative and regulatory activities for organizational publications and social media; prepares briefing papers on federal policy issues for local officials, state municipal leagues, congressional offices, NLC’s Board of Directors, policy and advocacy committees, and other national organizations.
Works collaboratively with and builds coalitions with local officials, state municipal leagues, congressional offices, other national organizations, and the Administration in support of the organization’s federal advocacy goals.
Assists with the leadership and committee appointments process by providing background information on candidates.
Organizes and presents at relevant workshops and roundtables at NLC’s national conferences and other convening’s.
Provides guidance to NLC staff on legislative and regulatory issues.
Performs other related duties as assigned.
