The Professional Bail Agents Association is a non-profit trade organization resolved to educating governmental decision makers and the public about the benefits of a public private partnership between state government and the surety bail industry. The Professional Bail Agents Association remains dedicated to the long term growth and sustainability of the surety bail industry.
Founded in 1981, the Professional Bail Agents Association has adopted the singular focused mission of developing a system of best practices to be adopted by state government that maximizes the accountable release of criminal defendants awaiting trial, minimizes days between arrest and release of criminal defendants and accomplish both through means that protect public safety as an additional benefit.
Revenues raised by members, member companies, and partners are put to use in educating elected officials, court officials, voters and decision makers about the American Bail System, statistical data relating to release of criminal defendants, alternatives to incarceration that rely upon accountability and finally but most importantly benefits of the surety bail industry in accomplishing all of these. Reporting to the Board of Directors, through the elected President, the Executive Director (ED) will have overall strategic and operational responsibility for Professional Bail Agents Association staff, contractors, programs, expansion, and execution of its mission. The ED will develop deep and detailed knowledge of policy development surrounding the American notion of bail, the organization’s core programs, operations, and business plan. ED will be tasked managing all state government relations operations, regulatory development and identifying potential challenges to industry on a national and local level.
Leadership & Management:
Ensure ongoing policy development excellence through rigorous program evaluation, and consistent quality of finance and administration supporting such programming
Expand fundraising, develop and improve upon communications
Identify legislative priorities, recommend timelines and resources needed to achieve the strategic goals through improved legislative policy as determined by the Board
Actively engage and energize board members, committees, partnering organizations, and funders
Develop, maintain, and support a strong Board of Directors: serve as ex-officio of each committee, seek and build board involvement with strategic direction for ongoing state by state policy development and nationwide policy management
Lead, coach, develop, and retain high-performance relationships among staff and members, local partners involved in each project to ensure effective systems to track project progress, and regularly evaluate program efficacy, so as to measure successes that can be effectively communicated to the board, funders, and other constituents or recommend changes to programs to maximize logistical and fiscal efficacy
Fundraising & Communications:
Expand revenue generating and fundraising activities to support existing program operations and regional expansion while simultaneously retiring debt
Deepen and refine all aspects of communications—from web presence to external relations with the goal of creating a stronger brand
Use external presence and relationships to garner new opportunities
Planning & New Business:
Design the national policy expansion strategy and complete a strategic business plan implementing the national policy into new state and local markets
Maintain existing partnerships, begin to build partnerships in new markets, establishing relationships with the funders, and political and community leaders at each expansion site
Be an external national presence that publishes and communicates program results with an emphasis on the successes of the local program as a model for regional and national replication
The ED will be thoroughly committed to Professional Bail Agents Association’s mission. All candidates should have proven leadership, political, and relationship management experience. Concrete demonstrable experience and other qualifications include:
Advanced degree, with at least 5 years of management experience; track record of effectively leading and regionally and/or nationally scaling a performance- and outcomes-based organization; ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth
Unwavering commitment to quality programs and program evaluation
Excellence in organizational management with the ability to lead staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget
Past success working with a Board of Directors with the ability to cultivate existing board member relationships
Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures
Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills
Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning and message creation
Ability to work effectively in collaboration with diverse groups of people
Passion, idealism, integrity, positive attitude, mission-driven, and self-directed
Experience in criminal prosecutorial process and political strategy applications required
Must live within driving distance of Orlando, Florida.

Professional Bail Agents of the United States (PBUS) is the professional association representing the 15,500 bail agents nationwide as the National Voice of the Bail Agent.
Since its founding in 1981, PBUS and its alliance with state associations have advanced the profession through legislative advocacy, professional networking, continuing education, support of bail agent certification, liability insurance and development of a code of ethics.
